What US cities have the best and most amount of affordable public golf courses?

I used to live in Atlanta and we had the worst municipal courses anywhere. I like California and Florida.

I don’t have data, but I know I’ve played a lot of golf in the Washington DC area for under $60 for 18 with a cart. There’s a course in southeast that is nice, and northern virginia has good number of public courses and inexpensive private (but not member-only) courses. Pohick is tight, long enough, and challenging. I can find fairly cheap golf in a lot of places around here, though often you need a reservation on weekends. There are also plenty of driving ranges and a few ‘golf centers’ that are driving ranges with tracking devices on the balls so you can compete against others at the range.
