The Navy Golf Team is more or less composed of the senior officers and you have to beg them to include you in their company.

there is a Golf Team.. Olympics/pro Level. But the chances of a first term enlistee getting anywhere near it are about zero.
as for how much time will you have: not a whole lot. Occasional weekends when you get to shore duty, that’s about it. Otherwise, your Navy duties will ALWAYS take precedence. and being a Submariner.. well, you will be spending a LOT of time underway. Not much room to stash golf clubs on a boat.
